This report documents support provided to California Air Resource Board (CARB) staff in developing of initial proposals for 2022 CALGreen light-duty Electric Vehicle charging infrastructure requirements for multifamily and nonresidential buildings. Supporting documentation includes a comparison of EV requirements from 37 local jurisdiction reach codes across California, an EV charging infrastructure cost study comparison from previously published reports, and a summary of existing building EV requirements from local reach codes and select international codes. Finally, recommendations for future code updates are presented, including:

  • Load shaping to align charging with renewable generation
  • Futureproofing considerations to reduce retrofit costs
  • Improving technical power requirement
  • Incorporating automatic load management systems and establishing minimum performance requirements
  • Accommodating variations in dwell-times
  • Filling data gaps to support future code enhancements.

This report documents support provided to California Air Resource Board (CARB) staff in developing proposals for 2022 CALGreen Medium- and Heavy-Duty (MHD) Electric Vehicle (EV) charging infrastructure requirements. The report reviews the regulatory landscape for EV charging infrastructure and outlines the proposed requirements to enable impactful opportunity charging for visiting MHD EVs at loading spaces for grocery, retail, and warehouse building types. A benefits and cost analysis featuring nine scenarios shows that these proposed requirements meet the public benefit and purpose of accelerating the electrification of MHD transportation to address greenhouse gas (GHG) reduction and air quality improvement priorities by preparing buildings to host a minimum level of EV charging infrastructure. Further, the new construction requirements will help avoid potentially much more expensive retrofit costs to install the same equipment in the future. The report concludes with recommendations for future work to increase scope and close data gaps.

The California Energy Commission (CEC) has authority to adopt revisions to the voluntary energy efficiency requirements in Title 24, Part 11 (CALGreen). CALGreen includes both mandatory and voluntary measures.

During the 2022 code change cycle, the Statewide CASE Team prepared a CASE Report presenting code change proposals for the voluntary energy efficiency requirements in CALGreen.  The goal of the CASE Report is to:

  • Provide a useful resource for local jurisdictions.
  • Address growing interest in local all-electric codes by developing options that encourage all-electric construction.
  • Enable harmonization across jurisdictions.
  • Create a separate section of CALGreen for multifamily buildings to mirror the proposed Multifamily Chapter Restructuring for Title 24, Part 6.
  • Leverage existing data and reports.

The report contains pertinent information supporting the code change, including:

  • The objectives and factors guiding the prioritization, justification, and background analyses for the selected recommendations.
  • An orientation to CALGreen that explains how the proposed recommendations fit within the preexisting format. Information that is relevant to all the building types are presented here to reduce redundancy.
  • Energy savings, greenhouse gas reductions, and cost-effectiveness methodology and assumptions that are consistent across analyses for single family, multifamily, and nonresidential buildings.
  • Code Change Recommendations that contain descriptions, justifications, and energy and cost savings analysis for proposed changes to the CALGreen building standards code by building type.
  • Recommended revisions to the code language with strikethrough (deletions) and underlined (additions) language.
  • Energy and cost-effectiveness analyses for code change recommendations.
  • Report development resources and references.
